For theory as a first book, I'd recommend Griffiths. I loved this book, I still go back to it. It's cheap on Amazon, too. We used it for second-year electromagnetism in Physics. There is some coverage of Maxwell's equations and electromagnetic waves at the end, and I think it does a great job building up to it, but it doesn't get terribly advanced.
